Notice of Intent to Issue Certificates of Obligation

The City Council of the City of Hondo, Texas (the "City") does hereby give notice of intention to issue one or more series of City of Hondo, Texas Combination Tax and Revenue Certificates of Obligation (the "Certificates") in the maximum aggregate principal amount not to exceed $4,000,000 for the purpose of paying, in whole or in part, contractual obligations to design, develop, construct, equip and improve various City streets, including drainage, sidewalk improvements, curbs, water, sewer, and landscaping necessary or incidental thereto (collectively, the "Projects"), and for paying all or a portion of the legal, financial and engineering fees in connection with the Projects and the costs of issuance related to such Certificates. The City proposes to provide for the payment of such Certificates from the levy and collection of ad valorem taxes in the City as provided by law and from a lien on and pledge of certain revenues received by the City from the ownership and operation of the City's utility system. The current principal of all currently outstanding debt obligations of the City is $9,592,000, the combined principal and interest required to pay all currently outstanding debt obligations of the City on time and in full is $11,402,083.16, the estimated combined principal and interest required to pay the proposed Certificates on time and in full is $5,456,950, the maximum interest rate for the Certificates may not exceed the maximum legal interest rate, and the maximum maturity date of the proposed Certificates is August 1, 2041. (The prior statements regarding currently outstanding debt obligations of the City do not include debt that the City has designated as self-supporting and payable from revenues other than ad valorem taxes. The City Council proposes to authorize the issuance of such Certificates at 6 pm on Monday, August 23, 2021, at a Regular Meeting to be held at City Hall located at 1600 Avenue M, Hondo, Texas 78861. The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971 (Sections 271.041 through 271.064, as amended, Texas Local Government Code), Chapter 1502, as amended, Texas Government Code, and the City's Home Rule Charter.

Request for Proposal

The City of Hondo, Texas, is requesting proposals for a bank depository services contract for the period from November 1, 2022 to extend through October 31, 2025. Proposals should be delivered in a sealed envelope addressed to "RFP DEPOSITORY SERVICES, Sue Ann Reyes, City Secretary, City of Hondo, 1600 Avenue M, Hondo, Texas 78861" no later than 2 pm on October 14, 2022. Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds, and Final Notice, and Public Explanation of a Proposed Activity in a 100-Year Floodplain

Request for Release of Funds

On or about 10/11/22, the City of Hondo will submit a request to the Texas Department of Agriculture (TDA) Office of Rural Affairs for the release of 2021 Community Development Funds under Section 104(f) of Title 1 of the Housing and Community Development Act of 1974 as amended, to undertake the project known as Downtown Revitalization Project Number CDM21-0402 to repair deteriorated and non-ADA-compliant sidewalks that result in hazardous pedestrian travel. Description: Contractor shall reconstruct approximately 996 LF of concrete sidewalks, 917 LF of curb and gutter, pavement repair, 13 ADA ramps, related pavement repair, and all associated appurtenances, to include Administration and Engineering services and fees at the following locations: On Avenue K from 17th Street to 18th Street; On Avenue M from 17th Street to 18th Street; and on 17th Street from Avenue K to Avenue M, Hondo, Medina County, TX. If funding allows an additional segment will be added on 18th Street from Avenue M to Avenue K.Grant amount $350,000, City of Hondo General Fund $52,500; Total estimated project cost $402,500.

Finding of No Significant Impact

The City of Hondo has determined that the project will have no significant impact on the human environment; therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR), which will be made available to the public for review electronically or by U.S. mail. TxCDBG Intent to Apply Sidewalk:

The City of Hondo is giving notice of the City's intent to submit a Texas Community Development Block Grant Program grant application for a Downtown Revitalization grant request of $350,000 for the installation of ADA compliant sidewalk activities on Avenue K, from 17th Street to 18th Street, on Avenue M, from 17th Street to 18th Street, and on 17th Street from Avenue K to Avenue M. The application is available for review at Hondo City Hall, 1600 Avenue M, Hondo, Texas during regular business hours. TxCDBG Intent to Apply Wastewater:

The City of Hondo is giving notice of the city's intent to submit a Texas Community Development Block Grant Program grant application for a Community Development Fund grant request of $350,000 for city-wide sewer system improvements at the waste-water treatment plant. The application is available for review at the City Hall during regular business hours.
